Which body regulates what, which instrument sets the rule, and — the part that is hardest to find anywhere else — what each instrument does not cover. Every entry links to the source it was checked against and carries the date it was checked.
Cambodia does not have a single financial regulator. Jurisdiction is split by activity, and the split is sharp: the same token can sit under one regulator when it is traded as an investment and another when it moves as a payment. Establishing which body owns your activity is the first question, and it is often the only one that matters.

The law that consolidated Cambodia’s non-bank financial regulators under one authority — and therefore the reason a digital asset business answers to SERC under the NBFSA rather than to the central bank.

The statute underneath Cambodia’s digital commerce framework — it gives legal effect to electronic records, contracts and signatures, and is the parent law for the e-commerce permit and licence regime.

Cambodia’s capital gains tax — a 20 percent rate whose commencement has been postponed more than once, and which still does not reach immovable property until 2027.
