Cambodia SME Digital Readiness Assessment: Gaps and Opportunities
Small and medium enterprises (SMEs) account for 99.8% of all businesses in Cambodia and contribute approximately 58% of GDP, yet their digital readiness varies dramatically. While urban SMEs in Phnom Penh increasingly accept KHQR payments and use social media for commerce, the vast majority still rely on paper-based accounting, cash transactions, and informal bookkeeping. As the General Department of Taxation (GDT) rolls out CamInvoice to mandatory compliance tiers and digital payment infrastructure matures, the gap between digitally prepared and unprepared SMEs is becoming a defining competitive divide. This analysis quantifies that gap across five dimensions: payment digitization, accounting and invoicing systems, e-commerce participation, access to digital credit, and workforce digital skills.

SME Landscape by Size and Sector
Cambodia's SME landscape is heavily skewed toward micro-enterprises. Of the approximately 520,000 registered businesses, 97% are classified as micro (fewer than 10 employees), 2.3% as small (10-50 employees), and 0.5% as medium (51-100 employees). Only approximately 1,200 businesses have more than 100 employees. This distribution matters because digital readiness correlates strongly with enterprise size.
The sector composition further shapes the digital readiness picture. Wholesale and retail trade accounts for 52% of all SMEs, followed by food and accommodation at 18%, manufacturing at 11%, and services at 19%. Trade and food-service SMEs have the highest KHQR adoption rates (driven by consumer demand), while manufacturing SMEs lead in accounting software adoption (driven by supply chain requirements from international buyers). Agriculture-linked businesses, despite representing a significant GDP share, have the lowest digital tool adoption across all categories.

Payment Digitization Readiness
Payment acceptance is the most advanced dimension of SME digital readiness, largely thanks to the KHQR rollout. Among urban SMEs in Phnom Penh, KHQR acceptance reached 64% by end of 2024, up from 22% in 2022. However, this figure drops sharply outside the capital: 38% in secondary cities (Siem Reap, Battambang, Sihanoukville) and just 14% in rural market towns.
The data reveals a critical insight: KHQR acceptance does not equal payment digitization. Of the SMEs that accept KHQR payments, only 41% report that digital payments represent more than 25% of their total revenue. The remaining 59% still conduct the majority of transactions in cash, using KHQR primarily for larger purchases or when customers specifically request digital payment. True payment digitization, where digital channels account for more than 50% of revenue, applies to only 18% of Cambodian SMEs nationally. This suggests that KHQR infrastructure is necessary but insufficient; behavioral change and incentive design are equally important.

Accounting and Invoicing System Adoption
Accounting software adoption represents the most critical gap for CamInvoice readiness. The World Bank's 2023 Cambodia Enterprise Survey found that only 12% of SMEs use any accounting software, while 14% use spreadsheets (primarily Excel or Google Sheets), and 74% rely entirely on paper-based records or no formal records at all. Among the 12% using software, QuickBooks, Xero, and locally developed solutions like KhmerBooks dominate.
The invoicing dimension is even starker. Before CamInvoice, an estimated 85% of B2B transactions among SMEs involved either informal receipts, handwritten invoices, or no documentation at all. Only large enterprises with international supply chain relationships consistently issued structured invoices. This means that for most SMEs, CamInvoice compliance requires not just software adoption but a fundamental process change in how transactions are documented and reported to the GDT.
E-Commerce Participation and Social Commerce
Cambodia's e-commerce landscape is shaped by a distinctive social commerce phenomenon. While formal e-commerce platform participation (through services like Nham24, Smile Shop, or cross-border platforms like Shopee and Lazada) reached only 18% of SMEs in 2024, an additional 43% of SMEs report selling through Facebook, Telegram, or Instagram. This social commerce layer is often invisible in official statistics but represents a significant share of digital commercial activity.
The Google/Temasek/Bain e-Conomy SEA 2024 report estimates Cambodia's internet economy at USD 3.1 billion, with e-commerce contributing USD 1.4 billion. Importantly, only 35% of this e-commerce value flows through formal platforms; the remaining 65% occurs through social media channels where payment is typically settled via Bakong/KHQR transfer or cash on delivery. This social commerce segment represents both a challenge (informal, hard to tax, limited consumer protection) and an opportunity (large user base ready for platform migration).

Access to Digital Credit and the Financing Gap
The SME financing gap is both a consequence and a cause of low digital readiness. The ADB estimates Cambodia's SME credit gap at USD 2.8 billion annually, meaning that qualified SMEs are unable to access the financing they need from formal institutions. Only 28% of SMEs have received any formal bank credit, with microfinance institutions (MFIs) serving an additional 35% but typically at interest rates of 18-36% annually.
Digital payment and invoicing data could transform SME lending, but the infrastructure linkage is not yet in place. Currently, banks rely on collateral-based lending (primarily land titles) for 82% of SME loans. The introduction of CamInvoice, combined with Bakong transaction history, could enable cash-flow-based lending models that assess creditworthiness from actual revenue data. Early pilot programs by ACLEDA Bank and ABA Bank using digital transaction data for credit scoring have shown default rates 2.3 percentage points lower than traditional collateral-based lending, suggesting significant potential.

Digital Skills and Workforce Readiness
Workforce digital skills represent a binding constraint on SME digitization. Cambodia ranked 108th out of 132 countries in the Global Innovation Index 2024 digital skills sub-index. A 2024 survey by the Cambodia Development Resource Institute (CDRI) found that only 23% of SME owners or managers reported confidence in using business software beyond basic social media and messaging apps.
The skills gap manifests differently across age cohorts. SME owners under 35 (approximately 38% of the total) show significantly higher digital readiness, with 52% using at least one business software tool compared to 11% among owners over 50. This generational divide suggests that time alone will partially close the gap, but targeted training programs are needed for the current generation. The Ministry of Education's Digital Skills for SMEs program, launched in 2024 with ADB funding of USD 12 million, targets 50,000 SME operators by 2027 but faces challenges in curriculum relevance and rural reach.
CamInvoice Readiness by Compliance Tier
The GDT's phased CamInvoice rollout creates distinct readiness challenges at each tier. Phase 1 (2024) covered large taxpayers with annual turnover above KHR 2 billion (approximately USD 500,000), encompassing roughly 3,500 businesses. Phase 2 (2025) extends to medium taxpayers with turnover above KHR 700 million (approximately USD 175,000), adding approximately 12,000 businesses. Phase 3 (planned 2026-2027) will reach small taxpayers with turnover above KHR 250 million (approximately USD 62,500), adding an estimated 35,000-45,000 businesses.
Readiness assessment at each tier reveals a widening gap. Among Phase 1 businesses, approximately 78% had accounting software and were able to comply within the initial timeline. Among Phase 2 businesses, preliminary GDT data suggests only 42% currently have systems capable of issuing CamInvoice-compliant electronic invoices. For Phase 3, the readiness rate drops to an estimated 15-20%, creating a massive market opportunity for compliance technology providers.

CamFinTech sizes three primary segments. First, compliance-as-a-service platforms targeting CamInvoice readiness represent a USD 45-65 million annual market, assuming 50,000 SMEs paying USD 75-100 per month for bundled invoicing, accounting, and tax filing services by 2028.
Second, supply chain finance platforms leveraging CamInvoice and Bakong data to underwrite SME receivables represent a USD 150-300 million opportunity based on capturing 5-10% of the USD 2.8 billion financing gap with digital lending models.
